DREW A. RANKIN, Chief Executive Officer, has over 35 years of experience in the energy utility business in a range of functional roles and responsibilities, including, plant operations and maintenance, engineering, plant management, portfolio management, merger and acquisitions, business and project development, executive leadership, and change management in both domestic and international markets for both investor owned and public power utilities. Prior to joining CMEEC in January 2011, Mr. Rankin was the General Manager of Energy Supply at Colorado Springs Utilities (2004-2010), responsible for gas and electric supply. In addition to a brief period with MISO in 2004, he worked for 23 years at Cincinnati Gas & Electric/Cinergy, currently dba Duke Energy. Mr. Rankin possesses Bachelor Degrees in Electrical Engineering and Industrial Engineering from the Northern Kentucky University, and certification in Process Optimization / Systems Thinking from Cornell Johnson School of Management and MIT Sloan School of Management.

EDWARD J. PRYOR, Chief Financial Officer, has 32 years of experience in the electric utility industry, and holds staff responsibility for directing CMEEC’s accounting, finance, treasury, risk management and budget administration, and manages the CMEEC Finance & Accounting department. Mr. Pryor joined CMEEC in 1982, is a Certified Management Accountant and holds an M.B.A. from the Rensselaer Polytechnic Institute and a B.S. in Business Administration from Babson College.

BELLA CHERNOVITSKY, Director of Business Intelligence. Bella joined CMEEC in 1993 and was working in Portfolio Management department for 20 years. Currently is responsible for leading activities related to data-driven solutions for CMEEC’s members and customers, enterprise strategic measurement system tracking & reporting, business process optimization tools Integration & Implementation. Bella holds a Bachelor Degree in Mathematics and Master Degree in Physics from the Tashkent State University (former USSR).

Justin joined CMEEC in 2009 and is responsible for the overall energy planning, procurement, and optimization with previous functional roles that include plant operations, project development, and project management at both public and investor owned utilities. Mr. Connell holds an Unlimited Horsepower Engineers License from the United States Coast Guard, a certification in Project Management from the University of New Haven, and a Bachelor Degree in Engineering from the New York Maritime College.

Michael joined CMEEC in 2010 and is responsible for the operations, maintenance, and financial performance of all CMEEC-owned physical electric generation assets, as well as all regulatory, permitting, and safety compliance associated with the assets. Mr. Rall is also responsible for project development and project management of new electric generation projects. Mr. Rall holds an M.S. in Electrical Engineering from Drexel University, a B.S. in Electromechanical Engineering from Wentworth Institute of Technology, and a Graduate Certificate in Engineering Management from Drexel University.

Scott has worked in the public utility industry, on the retail side, for approximately twenty years. While he was in the public utility sector he oversaw several large projects including completing a retrofit of an ultra-low membrane filtration system and construction of a new electrical substation. He has a Master’s degree in Computer Science and a deep knowledge of the utility industry. He joined CMEEC early in 2016 to continue his career in the electric industry.

Jake Pagragan

Director, Customer and Community Prosperity

Jake is responsible for business development, community and customer engagement, delivery of new products and services, and elevating the overall customer experience and CMEEC value proposition. Prior to joining CMEEC in 2017, his work building and managing business relationships with the National Rifle Association and, before that, serving nine years on active duty as a United States Marine Corps Artillery Officer, prepared him with leadership and organizational skills for this new role. Jake is a graduate of Norwich University and is pursuing a Master of Business Administration from Syracuse University.
